Hate Speech versus Freedom of Expression

Freedom of expression is a fundamental right. The question to which extent free expression may be practised has been debated since it was mentioned in early human rights documents. Should we label some forms of hate speech as free expression? Or should we limit freedom of expression, in order to, for example, protect targets of hate speech?
